"Unsurprisingly, the Hern Policy Institute expects to reflect Hern policy outlook. As a multimillionaire raised in poverty, Hern often talks about his desire to help people follow the same path he did.

'Our primary objective is to find freedom-based solutions to stop cycles of poverty and increase generational prosperity,' says the institute's web site.

'We're very upfront,' [Executive Director Robert] Aery said. 'We believe in free markets, and that's kind of our value system, how we approach things. But the fundamentals of it will be looking at objective data and trying to quantify things as much as we can, to really get to the bottom and help people.' "
